Proposal:
The SP-WOPPR offers a comprehensive and engaging exploration of contemporary policy studies. This program features a series of short courses led by distinguished scholars:
- Advocacy Coalitions Framework with Christopher Weible from the University of Colorado-Denver, focusing on the advocacy coalition theory and its impact on policy outcomes.
The Advocacy Coalition Framework (ACF) is a theoretical model for analyzing coalitions, policy change, and learning. Expanding beyond traditional focus on formal government actors, the coalitions includes both governmental and non-governmental entities, such as activists and advocacy groups, scientists, news and social media, and more. Its key strength lies in recognizing the complex networks formed by diverse coalitions and their significant impact on policy, influenced by broader cultural and social contexts.
- The Transnational Policy Process with Osmany Porto de Oliveira from the Federal University of São Paulo and Cecilia Osorio from the Universidad de Chile, exploring the dynamics of policy making across borders.
The connection between domestic and international issues is increasingly present in the reality of contemporary public policies. Several transnational agents participate in public policies, such as international organizations, foreign governments, consultancies, private companies, activists, think-tanks, philanthropic organizations, etc. Transnational phenomena can trigger and exert forces that facilitate or hinder the production of public policies. However, few studies include the transnational variable. This course seeks to present the main debates on the transnational dimension of public policies, the main research niches, concepts, objects of study that have been addressed by the area.
